Manchester United have been champions eight times (in 1993, 94, 96, 97, 99, 2000 and 01). They won the first ever Premiership title in 1993 and have been the most successful club in the competition since. Blackburn Rovers were the only side to interrupt Manchester United's domination in the nineties with a surprise title win in 1995. Arsenal have won the competition three times (in 1998, 2002, 2004) and looked set to challenge Manchester United's record until a 'new' Chelsea emerged. Chelsea were taken over by a Russion billionaire ( Roman Abramovich) in 2003. The London side have since won the title twice (in 2005 and 2006), and look set to continue that run with plenty more titles in the next few years.

Sorry mate, but Liverpool have never ever won the premiership - they have won the old first division 1 (18 times), but they have never won the premiership title. Only Manchester United (10 Times), Arsenal (3 Times), Chelsea (3 Times) & Blackburn Rovers (Once) - I think this is right (not sure about Chelsea though - might be twice). But Liverpool has never won it !! - Check your facts first before you claim to have won something you have not !!!
There have only been 44 teams who have been in the Premiership, and only 4 of them have won it, as you know, Manchester United (11 Times), Arsenal (3 Times), Chelsea (3 Times (Due to 2009-2010 League Title) and Blackburn Rovers who have won it just the once, Liverpool have NEVER won the "Premiership", on the other hand, Liverpool have won the Old "First Division (1892-1992)" 18 times, Arsenal had won it 10 times, Everton had won it 9 times and Manchester United had won it 7 times, this team you say are so amazing "Manchester United" "The Red Devils" went from the season of 1966-1967 all the way until the 1992 - 1993 (The First Official Premier League Trophy) without winning 1 league titles, I am an Arsenal fan, I can't talk about winning silverware because we haven't done it in 6 years, but you can't moan at Liverpool fans about any of that because they came higher than United in almost every "First Division" season, so do not go around calling Manchester United "Giants" because, yeah Liverpool have never won the Premiership, but they won the "First Division" 18 times, that's 1 league 18 times, try throwing a medicine ball at Wayne Rooney and see how much he cries. Anyway if you go back to the good old "Football League(1888-1892)" this was the birth of the "First Division" and the "Premiership" and the team to win this first was Preston North End, so if you want to talk football, learn some before you think you know it all.

But in terms of overall coming top of the highest division, Liverpool have won it the most (18 times). Due to the Premiership only being formed in the early 90's, Manchester United are second 'overall' in terms of total top league wins (including the Premier League), with 17.
So if Manchester United win it this year, they will be equal to Liverpool with the amount of times they have won a top league.
Liverpool have not won the premiership, but the premiership is the same as the old championship, If you total them up Liverpool have won 18 times and man utd 17 if Man Utd win the premiership this year it will be 18 each and then we will see what happens over the next few years, I am an Evertonian any way and we have won it 9 times.
Its the raining european and english champs Manchester united. They have won it 10 times since the league started in 1991. Blackburn won it in 1995. Chelsea in 2005 and 2006. Arsenal 3 times. Liverpool even though being a good team haven't won any till now.
