Do you mean NFL football played in the USA, or soccer (football) played in other countries? If it is NFL football, it is regional in teams, like if you are from NYC, you root for the NY Giants.  If it is soccer, these are teams that represent the country, like Spains or Italian national team - and since most other countries do not have the same variety of sports that exist in USA, the public in those countries have less teams to support and show their enthusiasm. So they latch on to the only team visible that represents their region, or in this case, their country. Thats why soccer will never be popular in the USA - too much competition from other sports.
