Does it matter if NFL game balls are underinflated?

I suppose it does matter because they are easier to grip when they aren't so hard. Especially when it's wet and cold. But if one team can do it, then the other team should be able to also. What always got me about that is the officials are the last ones to handle the balls and why didn't they notice that they were under inflated? Never figured that one out myself.

Yes, that is curious.
The officials are usually squeezing those gameballs, constantly, to check them.
